रांची: झारखंड के सिमडेगा में भूख से एक बच्ची की मौत का मामला व्यापक चर्चा का विषय बनता जा रहा है। एक ओर जहां झारखंड के खाद्य आपूर्ति मंत्री सरयू राय ने मामले को राज्य की मुख्य सचिव के मत्थे मढ़ने की कोशिश की, वहीं मुख्यमंत्री के आदेश पर राज्य प्रशासन ने आनन फानन में जांच पूरी कर मौत का कारण मलेरिया बता दिया। इस पूरे घटना क्रम में जाने माने अर्थशास्त्री और सोशल ऐक्टिविस्ट डॉ ज्यां द्रेज की कड़ी प्रतिक्रिया आयी है।
खबर है कि बच्ची के परिवार का राशन कार्ड चार माह पहले ही प्रशासन द्वारा रद्द कर दिया गया था। जिससे उस परिवार को जन वितरण प्रणाली से राशन मिलना बंद हो गया। इससे पूरा परिवार तंगी झेल रहा था। बच्ची की मौत की खबर पर राज्य के आपूर्ति मंत्री सरयू राय ने मंगलवार को एक प्रेस कॉन्फ्रेंस कर बताया कि उनके आदेश के खिलाफ मुख्य सचिव ने पांच मई को एक विडियो कॉन्फ्रेंसिंग के जरिय पूरे राज्य के जिला प्रशासनों को आदेश जारी किया कि जिसका आधार कार्ड नहीं उसका राशन कार्ड रद्द कर दिया जाए। सरयू राय ने यह भी बताया कि राज्य में इस तरह करीब ग्यारह लाख राशन कार्ड रद्द कर दिये गये। और इसके आधार पर बाजाप्ता सरकार ने वाहवाही बटोरने की कोशिश की, यह कहकर कि राजस्व बचा लिया।

But he knows very well that Aadhaar-based biometric authentication (ABBA) is now compulsory in about 80% of ration shops in Jharkhand. ABBA is not possible without Aadhaar seeding.
We have drawn attention for more than a year to the fact that ABBA is an inappropriate technology for rural Jharkhand (see links below). It has led to the exclusion of millions of people from the PDS, according to the government's own data. The recent starvation death in Simdega is just an extreme example of the hardships they are facing.
Despite these warnings, the Jharkhand government obstinately refuses to listen. In this case, once again, the government is trying to deny the facts instead of facing them. The central government, too, is in denial mode. -Jean Dreze
